SCARC Board of Trustees
2007 – 2008

The SCARC Board of Trustees meets monthly at the SCARC office in Augusta. The SCARC Board is a policy governance board and delegates management responsibilities to Dr. Richard C. Lecher, chief executive officer, who utilizes a staff of approximately 300 staff members in order to carry out the Board’s directives and policies. Anyone interested in communicating with the SCARC Board of Trustees can do so by talking with Douglas White, president, or Dr. Richard Lecher, chief executive officer.

The mission of the SCARC Board of Trustees is to
carry out the mission of SCARC which is:


SCARC, an organization serving people with developmental disabilities, is dedicated to the empowerment and support of persons with developmental disabilities and their families. The organization will facilitate partnerships with community resources, assist in maximum community participation, promote individual planning based on choices, preferences and needs, and foster the development of socially valued roles for each person served.

The SCARC Board of Trustees operates under applicable laws of the State of New Jersey in order to assure that the operation of SCARC is done so with integrity, high ethical standards, and for the purpose of supporting persons with developmental disabilities and their family in Sussex County.

Members of the SCARC Board include:

Douglas White is president of the Board and has been a member since 1993. Previously Doug was the chairman of the SCARC Foundation Board of Trustees, and SCARC Board President from 1997 – 1999. He is director of government sales at Quality Bus and Truck Center in Maybrook, New York. He and his wife Beverly live in Fredon Township and have been involved in SCARC activities for many years.

Michael Tilton is our first vice president, and has served on the board since 2000. He is a retired insurance professional who lives in Sparta. Michael and his wife Barbara have been very active in SCARC over the years.
 

Joseph Wehmeyer is second vice president, and has been on the SCARC Board since 1995. He was president of the SCARC Board from 2001 – 2003. He is a retired communications consultant. Joe and his wife Cathy live in Sparta and have a son with developmental disabilities who resides in one of SCARC’s group homes.

Andrew Jorgensen serves as third vice president of the Board, and has been a member since 1989. He is the former president of ABCode Security Company in Newton, and has served in various capacities on the Board over the years. He and his wife Ellen live in Stillwater Township and are always involved in many SCARC activities.

Rich Olsen serves as secretary of the Board of Trustees, and has been involved in the SCARC Board since 1991. He is a past president of the SCARC Board of Trustees and an accountant at Ames Rubber Company in Hamburg. He and his wife Marilyn live in Vernon Township and have two children with disabilities, both of whom live in SCARC residential programs.

Thomas Post is SCARC’s treasurer and has been on the Board since 1987. Tom is employed at Lakeland Bank, and he has been treasurer of the Board for many years. He and his wife Carol live in Frankford Township and have been involved in many SCARC activities.

Andy Sharick is past president of the Board and a self-employed professional engineer who has been on the SCARC Board since 1999. Andy and his wife Alice live in Newton and have a child with disabilities who participates in SCARC family support programs.

Gail Frizzell serves as a delegate to the Arc of New Jersey, and has been involved on the SCARC Board since 1993. She is a past president of the Board from 1999 - 2001, and she and her husband George live in Wantage Township and have a child with disabilities served through SCARC services.

Gordon Shelton serves as a delegate to the Arc of New Jersey representing SCARC. Gordon has been on the board since 1980 and he served two terms as president of the Board in past years. He most recently served as the president of the Arc of New Jersey as well. Gordon and his wife Ginny live in Frankford Township and have a daughter who is served through SCARC’s employment center services.

Robert Lane serves as a delegate to the Arc of New Jersey, and was past president of the SCARC Board from 1975 - 1976. He has been on the board since 1973 and is a retired insurance company disability specialist. He and his wife Ann live in Sparta and have an adult daughter served by SCARC.

David Weed has been involved on the SCARC board since 1997 and is a restaurant worker at Krogh’s Restaurant in Sparta. David lives in SCARC’s supportive living program in Newton and participates in SCARC recreation Special Olympics and self advocacy programs.

Robert Untig serves on the Board as a presidential appointment, and has been on the Board since 2003. Bob is the sheriff of Sussex County and is very active in SCARC’s safety committee and serves as an advocate for disabilities services. He and his wife Margaret live in Frankford Township and are active in SCARC activities.

Megan MacMullin has served on the SCARC board since 2003, and also serves on the SCARC Foundation Board of Trustees. Megan is an attorney in Sparta and she and her husband Michael live in Ogdensburg. They have been very active in SCARC events.

John Kryspin is a presidential appointment to the SCARC Board, and has served since 2005. John’s son is served by SCARC’s family support and recreation programs. John and his wife Colleen live in Hopatcong, and John works at the Honeywell Corporation in Teterboro.

Sean O’Rourke is a presidential appointment to the SCARC Board and has served since 2007. Sean and his wife, Alice, live in Fredon Township and they have a son served by SCARC in our family support and recreation program. Sean also serves on the SCARC Foundation Board. Sean is employed as chief operating officer at Newton Memorial Hospital.
 
Phil Motyka is a presidential appointment to the SCARC Board and has served since 2007. He is also on the SCARC Foundation Board of Trustees. Phil is president of Vitro Com, a custom manufacturer of glass products for the medical and research industry in Mountain Lakes, New Jersey. Phil and his wife, Helene, reside in Frankford Township.

Jennifer Buyer is a presidential appointment to the SCARC Board since 2007 and is a registered nurse who works with her husband, Dr. David Buyer, a cardiologist in the Newton area. Jennifer and David live in Sparta and have a daughter served by SCARC in our family support and summer camp programs.


Members of the Executive Staff

Richard C. Lecher, Ph.D., is chief executive officer. Richard has been employed by SCARC since 1972 and also is a member of the SCARC Foundation board of trustees.

 



Janis M. Woersching is chief operating officer of SCARC, Inc. and has served in this capacity since 2004. Previously Janis has served SCARC for 11 years in various supervisory and administrative capacities.

 



Karen Newburgh, CPA is SCARC’s chief financial officer. Karen has been employed by SCARC since 1995 and serves additionally as chief financial officer for the SCARC Foundation and SCARC Guardianship Services. Karen also volunteers as SCARC’s Special Olympics swimming coach and has been involved in volunteering for Special Olympics since 1990.



Mary Jo Smith, PHR serves as SCARC’s chief human resources officer and has been employed by SCARC since 2000. Mary Jo is a certified professional in human resources.
